Torque Wrench

I've just bought a pair of Garmin Vector Pedals and installation is proving difficult. Garmin recommend that they are installed at 25 ft lbs. Does anyone have or know where to buy locally a Torque wrench with a 15 mm crow spanner adaptor. The width of crow spanner should be 1/4" in size to be fit on the pedal spindle. I've tried, Screwfix and Grampian Fastners with no luck and would you believe it JRDs doesn't have them either.
